Albert Barker has represented a wide range of parties on many influential Idaho cases in the areas of construction law, water law, environmental law and commercial litigation matters before the Idaho Supreme Court, the Ninth Circuit, state and federal trial courts and administrative agencies. He has been counsel in superfund litigation, insurance coverage litigation, water rights and right-of-way litigation, the Clean Water Act, Endangered Species Act and other environmental litigation, construction and other commercial disputes. Albert served as counsel to the Boise Project Board of Control and its member irrigation districts in developing, constructing and operating the Lucky Peak and Arrowrock Hydroelectric Projects. He has worked on development of many hydroelectric projects, both in Idaho and in other states.
Albert has been practicing in Idaho since 1982 and is a founding partner of Barker Rosholt & Simpson LLP. He has been recognized as a “first class lawyer renowned for his experience in water law” by Chambers & Partners. Mountain States Super Lawyers acknowledged his expertise in Energy & Natural Resources. The American Lawyer, Corporate Counsel have rated him as a Top Rated Lawyer in Construction Law and a Top Rated Lawyer in Energy, Environmental and Natural Resources. He holds a preeminent “AV” rating from Martindale-Hubbell. He is a Fellow of the American Bar Foundation.
Mr. Barker was appointed by Governor Otter in 2013, to serve on the Idaho Water Resource Board and is in his second term.
