Firm History


The AV rated firm was founded by three partners who collectively have more than seventy years of experience in Water Law, Environmental Law, Construction, Hydropower, Mining, Irrigation and Land Use Practices. John Rosholt is known and respected around the west for his leadership on water rights, including his service as the Director and President of the National Water Rights Association. Albert Barker and John Simpson bring extensive litigation backgrounds and a wealth of substantive knowledge. The firm has a strong expertise covering a wide range of water, environmental, natural resource and construction legal issues. The firm’s expertise encompasses water, water right permitting, transfers, opposition proceedings and adjudications, water quality, hydropower licensing and development, and the interplay with federal acts, including the Endangered Species Act and the Federal Power Act. The firm has extensive experience with environmental permitting and enforcement, including trial and regulatory experience with CERCLA, RCRA, Clean Water Act, Clean Air Act, underground storage tanks, groundwater contamination, PCBs under TSCA, asbestos, NEPA compliance, Corps of Engineers wetlands permits, and federal, state and local land use permitting.
